In the pursuit of a National Development strategy, it is important to recognize that there is no developed country in the world without an excellent road network. Therefore, this must be considered a necessary—though not sufficient—condition for development.
The course and progress of National Development are shaped by political, economic, social, environmental, and international variables, the latter now amplified by globalization processes. However, despite the wide range of influencing factors, few have as drastic an impact as the quality of road infrastructure.
