Abstract

The article examines the institutional profile and the performance of the Ministerio de Fomento (ministry of public works and development) in the frame of the rise of liberalism in Guatemala. More specifically, the work delves into the various areas in which this ministry played a decisive role in infrastructure modernization and cultural change, primarily through private foreign investment, and in which direct state involvement in these activities did not surpass what was considered essential at the time. This contributed decisively in the "construction" of factual limits to the autonomous development possibilities of this Central American nation.
