Abstract

This article comprises a constructive reflection of the concepts of governability and governance as applied to the Cuban case. An analysis is made of the concepts linked to the idea of democratic legitimacy in the setting of representation and the possibility of alternating “different” governing parties. Nonetheless, this concept took on a different meaning, in that it considered new styles of government, thus establishing differences regarding the traditional methods of hierarchical control. Furthermore, the article points out that current governability includes interaction and cooperation between public authorities and non-governmental actors within the decision-making networks as a fundamental factor of analysis. It is from this standpoint that the analysis of both terms in the case of Cuba is carried out.
