Literature, Science Fiction and Political Philosophy: On the Development of the Current debate on the Use of Technology 4.0 in the Management of the State

One of the main focuses of the current discussion in political philosophy is the use of 4.0 technology in the decision-making processes of the State, a debate that has intensified particularly over the past fifteen years. The outlines of this problem, however, can be found in science fiction literature of the mid-twentieth century, a time when several authors raised —under the topic of the supercomputer heading totalitarian governments— difficulties related to the opacity of the new political power, the dubious representativeness of its determinations and the profound restriction of citizen participation and individual freedom. The attention paid by the philosophy of the time to the notion of technology, and especially to the revision of its instrumental conception, reinforces the thesis of the anticipation of the literature in the specific concern for the implications of a digital regime. However, the connection between the questioning of the technology-artifact identification, and the subsequent reflection on governance based on computer programs, would reveal a broader historical development in the examination carried out by Philosophy, thus constituting a parallel path rather than one that preceded the approach taken by literature.
