Focus and Scope
Diálogos. Revista Electrónica de Historia is a semi-annual periodicity in continuous modality (On-Line First Publication), released by the Centro de Investigaciones Históricas de America Central (CIHAC) of the University of Costa Rica, which is supported by the School of History. It is specialized in historical scientific research.
This publications aim to influence Central American investigators from different approaches of History, college students, and every person interested in: databases, unpublished sources, Costa Rican Historiography; Central American, Latin American, and Universal History; so as specialized topics of Historiography (gender, local, science, marginality, ecology, poverty, inequality, and result discussions). Our magazine has as a main objective to play an innovative role by giving the citizens databases, unpublished sources, and reliable texts that cover the trajectory of several analysis from different theoretical and methodological perspectives.
Its philosophy follows the “Open Access” ideas, providing everyone an immediate and free content access. This works under the principle of making the investigations free and available to the public, which promote a greater exchange of global knowledge.

Peer review process
Diálogos. Revista Electrónica de Historia publishes unpublished and refereed articles that address analysis of trajectories from different theoretical and methodological perspectives. The arbitration process is based on a peer system, evaluators selected according to their research area that generate anonymous evaluations. The articles are processed under the Open Journal System (OJS), a manager in which the author enrolls:
- the article is original and unpublished;
- is part of its own or collective research and indicates its participation;
- informs about the institutional origin of the
The first evaluation is carried out from the OJS, therefore, if the data of each article is not completed, the system will not complete the shipment. The second evaluation is internal (within the University of Costa Rica - UCR) and is carried out by the administrative editor who makes sure that the article meets the requirements of Diálogos. Once this task is completed, the article is sent to the editorial board who appoints the evaluators, based on the peer system that is selected according to their area of research and atinence to the problems of the article.
The evaluations are anonymous and at least two external reviewers are selected (outside the UCR or the country). Diálogos has a list of reviewers represented in the first instance by the international editorial committee and in the second instance by reviewers who have been reviewers and authors of Diálogos. At all times, efforts are made to ensure that the reviewers remain anonymous, that is, the identity of the author of the article and that of the reviewers will be preserved.
If an evaluator considers that he knows the author or that he has a clash of interests, he can excuse himself before the technical editor or before the Editorial Board. Faced with this situation, the list of evaluators of Dialogues is resumed.
Article evaluation process
- Sending and receiving manuscripts. This is the first step and is done using the Open Journal System platform. At this point, the author sends the manuscript and declares its authenticity and originality, in addition to providing documents that are requested in the section of preparation for shipments.
- Preliminary review. In this preliminary review, the editorial committee considers whether the document is relevant under the editorial line of Diálogos; also if it meets the basic requirements of the editorial guidelines, to continue or reject ad portas.
- Academic peer review. In peer review, the editorial board suggests external evaluators according to the research area. The evaluator dictates the document according to the evaluation guide and can recommend: publish the article without modifications, publish the article incorporating the suggested changes in form and content, suggest to the author another journal more related to the content, not recommend the publication.
- Final decision of publication. The editorial board reviews the opinion and compares the corrections requested from the author to make the final decision. For this point the acceptance or rejection is defined (continues or leaves the process). In the event that the publication continues, new changes could be requested from the author, if these are necessary.
- Edition. In this section the journal submits the article for philological review and correction and evaluation of the reference system, in this case APA. Then we proceed to diagram the article so that the author then approves the final version. The last step would be to generate the galleys.
- Publication and preservation. After the whole process of evaluations, in this last section the web publication is made, in its different formats.

Diálogos. Revista Electrónica de Historia is a biannually publication of the Centro de Investigaciones Históricas de America Central (CIHAC) from the University of Costa Rica, endorsed by Vicerrectoría de Investigación, Sistema de Publicaciones de la Editorial de la UCR, and Régimen Académico.
Its philosophy belongs to the kind of “Open Access” (free access and full text journals). Its ISSN is 1409-469X. Also, Diálogos has been published continuously since October, 1999. It is part of the DIALNET system; Latindex, REDALYC, and Directorio y recolector de recursos digitales del Ministerio de Cultura de España.
Diálogos has an innovative role because it facilitates to all its readers databases and unpublished sources. Furthermore, it promotes the Costa Rican Historiography, with matters such as gender, locality, science, ecology and panel discussions.
Articles are received in two specific periods, the first one is between August and December, and the second one between February and June. Moreover, the results from the evaluations are delivered in January and July.
Finally, it works with several languages such as Spanish, English, Catalan, Portuguese, Italian, and French; which allows to spread the knowledge in an easiest way.

This journal provides immediately free access to the readers because it works under the principle of making the knowledge available and free to the public.
Reviewing, Publication, and Translation Costs
The work done by the Online History Journal Diálogos is divided in three phases: sending, reviewing and publishing. Each one of these phases is FREE for any author, freeing them of any cost derived of the editorial process of the Journal. The University of Costa Rica will be in charge of costs of the editorial work, except those derived of the translation of the articles, which must be covered by the authors. Translation is completely optional. Finally, since Dialogos is a free publication journal, neither will it be charged for registrations -or others-; therefore, it is specified that the Journal, in its editorial process, does not include the Article Processing Charge (APC), also known as the fee or publication rate.
Preservation policy
The OJS Open Journal Systems supports the CLOCKSS system (Controlled Controlled LOCKSS - Lots of Copies Keep Stuff Safe) infrastructure that supports threats of a technological, economic, environmental and political nature. The Diálogos Magazine, included in this LOCKSS technological system of the University of Costa Rica and associated institutions, regularly verifies the validity of the stored information and preserves it in the long term.
In Diálogos, internally, information backup is practiced periodically according to the continuous publication of its documents on a hard drive at the CIHAC-Centro de Investigaciones Históricas de América Central. In its different publication formats PDF, HTML and EPUB.
Also, through: its membership in the PKP Preservation Network, preservation is available for any journal in OJS; as well as the Legal and mandatory Deposit in the National Library System (SINABI) of Costa Rica, there is another backup of the information.
Ethical Standards and Policy of Plagiarism Detection

Some of the responsibilities of the people that participate in the editorial process are:
Editors: must ensure that the journal applies its policies in a transparent, fair, and impartial way. Also, the specialized peers must adapt to the clear publication rules with the best standards and revision methods, and must look for plagiarism or any ethic irregularity.
Authors: in an ethic and responsible way, they must contribute with original, new, and innovate documents that could be used in the scientific community to enrich knowledge with the brand new information. In addition, authors must not try to participate in different journals with the same article. It is an obligation to give the respective credits to the sources used in the investigation; also, to announce possible conflict of interests. Finally, the authors must assume all the responsibility of the published article.
Reviewers: Ought to communicate to the editors about the potential plagiarisms or irregularities in the assigned articles. They must apply objectively the evaluation according to the assigned time. They must notify as soon as possible any difficulty to finish the labor. Also, they must justify the rejection of an article, and propose any suggestions that could improve the publication.
How does Diálogos react in case of detecting plagiarism?
The Journal Diálogos proceeds in several ways in the scenario of plagiarism:
- It could reject the article during the editorial process. The Journal will inform the author about the situation and will present the necessary evidence.
- The Journal will recant of the article if this was already published.
- The journal will not allow more than 30% of auto-plagiarism in any article.
The process of recanting consists of the following steps:
- The Journal receives the petition from the affected person.
- The Editorial Board of Diálogos will ask the affected person to provide all the evidence that confirms the situation.
- The denounced author will be informed of the situation and the evidence will be presented to him. The denounced author has 10 days to respond. If the denounced author does not provide an answer in that time frame, the Editorial Board will assume that he/she recognizes the plagiarism to be true.
- If the denounced author replies, the Editorial Board will analyze the evidence presented from both parts in the conflict.
- If it is meritory, the Editorial Board will look for a conciliation between both parts. If it is not possible and plagiarism is confirmed, the article will be recanted and a watermark displaying the message “RECANTED ARTICLE” will be applied to the document

Journal History
This Journal began its work on October, 1999, thanks to the efforts of the Ph. D. Marín Hernández, who built a network of Costa Rican researchers that started several projects. Ph. D. Marín Hernández was a pioneer in the application of the information technologies on research and on the dissemination of History. In the same line of work, he created several websites, and one of his most important contributions was the creation of the Journal Diálogos, one of the first Electronic Journals of the continent, which was formally registered to the Régimen Académico and to the Editorial System of the University of Costa Rica in 1999. Since that date, it has been continually available to the public.
Nowadays, the Journal Diálogos is a member of the Center of Historical Research of Central America (CIHAC), and acts as an incentive of research. It still maintains its purpose: to be a place of dialogue and debate, as well as a space for promoting environmental, economical, marginal, gender and social history.
Its philosophy is found within the Open Access Policies, and its international ISSN is 1409-469X. Also, it can be found in DIALNET, Latindex, REDALYC, and in the directory of digital resources of the Ministery of Culture of Spain.
