Abstract
This paper examines the bill known as “Will the addition of a final paragraph to the Article 85 of the Political Constitution of the Republic of Costa Rica, legislative record 20852, be unconstitutional and why?”, in spite of the fact that this bill was recently rejected its corresponding Legislative Committee.
The bill’s substantial proposal contradicts certain attributes of the university autonomy, more specifically financial attributes. Additionally, a complementary allusion, parallel to the subject matter, is pointed out in regards to the reform procedure used by the proposing congressmen.
