Abstract
A critical account of what the author considers a waste of energy and time for Costa Rica in terms of what the law of Planning of 1974 and the General law of Public administration of 1978 did provide in order to activate new visions, tools and behaviours that might have made possible for the country to overcome its pattern of developmental instability during the last four decade.

Igual que indicamos en el informe final anterior de marzo del 2011, precedente al actual estudio, la bibliografía utilizada es muy extensa y puede consultarla el lector en el informe final del que este texto es un resumen, en la página Web de la Escuela de Ciencias Políticas, UCR. Se trata de múltiples libros y fuentes de referencia que hemos estudiado y utilizado desde nuestros estudios en la Universidad de Manchester, Inglaterra, en 1973-74. Se trata, también, de nuestra propia obra intelectual que hemos producido y acopiado desde entonces.
