Resumen
La crisis de la deuda externa al final de la década de 1970 terminó con la política económica de industrialización por sustitución de importaciones que -con sus políticas de proteccionismo, planificación, intervención y regulación de precios- entonces prevalecía en América Latina. El acuerdo sobre políticas de crecimiento entre políticos y burócratas de las Américas, tecnócratas de las instituciones financieras internacionales y académicos en universidades del mundo en desarrollo y de los países desarrollados, al que se denominó Consenso de Washington, sustituyó al anterior paradigma. Durante los años del cambio de siglo el poco crecimiento y el aumento en la pobreza significó un desencanto con las políticas del Consenso de Washington e incluso con la democracia. Con los resultados actuales, es conveniente reconocer que las reformas aplicadas en las décadas de los ochenta y los noventa han permitido en América Latina un crecimiento mayor al de los países desarrollados, nos han hecho más fuertes frente a los shocks externos y facilitan política y económicamente mantener el crecimiento.Referencias
