Abstract

The ODA has proved a useful tool for the advancement of societies the world’s neediest,
including Latin America. This paper will analyze first the historical context in which it
arose this dependence and the role they are playing donor countries, especially Spain and
Portugal. Subsequently, we analyze the consistency of cooperation policies to see how it
affects the geographic areas and sectors neediest in Latin America.
