Abstract
This article is aimed at debating the concept of institution which underlies the reform proposal of Costa Rica’s Patronato Nacional de la Infancia (Children’s Welfare Institute) in order to thoroughly implementing the standpoint of the children and teenager’s human rights. The analysis focuses on suggesting the bases of a renewed model of social insertion. The main discussion starts out by emphasizing the needed participation of the social agencies committed with this aim, whereas local governments should be involved and the leading function of the state body strengthened.
