Abstract
On the basis of an analysis of the project of privatization of the electrical and telecommunication company –which was first passed in Congress and then withdrawn as a consequence of popular mobilizations in March 2000- the author develops a reflection of some central aspects of the costarrican political culture. A salient point is the coexistence of authoritarian practices that violate the institutional order, with a discourse that appeals to moderation and underscores national exceptionalism.
