Abstract
The dual challenge to the Venezuelan government of offering more judicial security to economic exchange and of deepening respect for human rights has forcibly brought about the modernization of the judicial system. Even though this modernization has advanced more in the promulgation of laws, there is evidence to the fact that there have been changes in the administration of justice through the introduction of oral trials in the penal courts and arbitration courts in commercial and mercantile affairs.
