Abstract
This article describes the efforts of the Ministry of Education of Costa Rica, the governmental and nongovernmental organizations (NGOs), as well as public and private institutions for higher education that deal and have the responsibility of continuous training of English as a second or foreign language professionals. Similarly, it provides a synthesis of qualitative and quantitative research publications executed in relation to different areas for teaching and learning English. In addition this article provides an analysis of the institutions responsible for the development. In addition this article provides an analysis of the institutions responsible for the development of research related to the professional development of educators in the area of English, types of research, the amount and means to publish research, professional development networks, information on research dissemination, and the impact of such research on education policy in the area of teaching and learning English.
