The possibilities and potentials that the Costa Rican legal framework allows for Science, Technology and Innovation, specifically from the Law of Promotion of Science and Technology 7169, have not necessarily been taken advantage of in a coherent and articulated way, generating synergies and a ostensible alignment of all those public institutions, researchers, academics and actors of a social and productive nature that could achieve wide-ranging changes at the national level, framed in a sustainable process of integral development in times of international challenges and global uncertainty. This, within the broad framework of the increasingly strengthened Knowledge Society.
